Our experience in consultation and engagement

Since 2007, Participate has worked extensively across the health, care, housing and renewable energy sectors helping to deliver consultation and engagement projects.  We have provided expert support for hundreds of projects and a summary of these can be found below. Quota target development, in line with the population census, to outline a broadly representative Citizens’ Panel.  This informed fieldwork, telephone, online and gatekeeper recruitment to establish a Citizens’ Panel of 1,500 people to deliberate health and care issues for the county.

Social media promotion and targeted posts to improve the diversity of involvement in the completion of a survey regarding the Trust’s clinical strategy.  This resulted in over 500 completions to meet quota targets set by locality, gender and age.  All survey responses were analysed and a full report was issued.

Stakeholder panel recruitment, management and delivery of 3 events to feed into the options development process.  Advice on survey design, full analysis and reporting for all engagement activity in regard to the community settings of care programme across the county.

Assistance with the survey design, strategic support, full analysis and reporting of a consultation in regard to proposed changes to planned orthopaedic care for adults in north central London.

Consultation support following the delivery of pre-consultation engagement support to meet NHSE Stage 2 Assurance requirements.  Consultation support included: survey design, strategic advice, analysis and reporting for an inpatient mental health services consultation.

Working with Halton, Knowsley, St Helens and Warrington CCGs in regard to the consultation on a proposal to develop a hub for non-surgical cancer care.  This builds upon the pre-consultation engagement support we provided to help them achieve NHS England Stage 2 Assurance.  The consultation support includes: strategic advice; survey and document development; public meetings and focus groups/briefings design; auditing of responses; full analysis and reporting.

Design, facilitation, strategic advice and reporting for two webinars with patients that have Cystic Fibrosis to feed into proposals on service change.

Eighteen months support in terms of a county wide programme delivering sustainable health and care for adult mental health, community hospitals and acute care. Initially focusing on the recruitment of a representative stakeholder panel to deliberate the evaluation criteria, options for consultation and co-design a consultation strategy for the adult mental health work-stream. The findings were written into a report submitted to NHSE Stage 2 Assurance. We are also supporting the forthcoming consultation and the pre-consultation engagement for the other two workstreams.

Strategic advice, survey design,  meetings design, analysis and reporting, to feed into a consultation on the potential move of Moorfields Eye Hospital to a purpose-built facility at St Pancras Hospital.

Recruitment and management of a deliberative patient panel to feed into engagement around electronic health records; targeted focus groups with protected characteristic groups and; analysis and reporting to feed into a procurement process.

The design and delivery of a series of three training sessions including online webinars in regard to best practice engagement and involvement.

On-street surveying to gather feedback into its proposed ‘Strategy for the future.’

Strategic support, survey design and hosting for a consultation in regards to the future of emergency and planned acute care across Telford & Wrekin, Shropshire and Mid Wales. This involved the proposal to replace two A&Es, with one emergency care centre, one planned care centre and UCCs. It also involved the potential move of a specialist Women’s and Children’s Centre. Full analysis and reporting of over 18,000 survey responses, hundreds of meeting notes and other documents. Facilitation and design of senior consideration phase meetings.

In-house training course in regards to the practicalities of consultation delivered on behalf of The Consultation Institute.

Analysis and reporting in regards to a national consultation ‘On action to reduce the sale of sugar-sweetened drinks on NHS premises’. This also received national press coverage.

Analysis and reporting in regards to a national consultation ‘Congenital Heart Disease Programme’. This has potential regional impacts for large scale hospital trusts.

Analysis and reporting in regards to a regional consultation ‘Learning Disability & Autism Spectrum Disorders.’

Analysis and reporting in regards to the consultation on the future of CAMHS Tier 4 services.

Analysis and reporting in regards to the consultation on proposed policy on PrEP (Pre Exposure Prophylaxis refers to the use of antiretroviral drugs – usually used to treat people with diagnosed HIV infection). This was a national consultation covered in the media.

Analysis and reporting for a regional consultation in regards to the proposed closure of MIUs, to be replaced with UCCs.

Participate took a complex and technical STP (Sustainability and Transformation Plan) and turned it into a public facing document, which has been highly commended by stakeholders. This was developed through an iterative approach with five local reader panels recruited and facilitated by Participate. We designed all the graphics, wrote the copy and it has received the Plain English kite mark. We also developed an Easy Read version.

Monthly engagement support for the programme working with senior leaders and the communications/engagement team. This support included strategic advice and facilitating complex conversations.

The events discussed the future of hospital services and included: presentations with discussion aides; facilitator training for client staff; facilitation of 70 people per event; full hosting; data capture; analysis and reporting.

The engagement was deemed as so robust by the overview and scrutiny committees that formal consultation was not required.
